I haven't tried bargaining. The cost depends on the type of document being notarized.

Special Power of Attorney (SPA): I asked one vendor (from the photo above); he said P150 each. I've been to one vendor (on the MMC side) who (I think) charged me P200 for "two" SPAs (3 docs; 2 of them looked like duplicates, but weren't). I think I've also had an SPA (two copies of the same doc) notarized for P100.

Affidavits (for example, affidavit of loss, affidavit of name discrepancy): I think I had two different affidavits (one copy each) notarized for P50 or P100.

For the SPAs and affidavits, they never asked to see any ID, and did not keep a copy of the document for their records.

In Manila, I went to a Notary Public shop (just like the ones above) to get a conditional deed of sale notarized. The lady wanted to charge me 0.1% of the sale price (because this is "land transfer"), then told me she'll charge me half of that. I did not bargain. She kept a copy of my document, and kept copies of IDs. I don't know whose IDs she needed: the people involved in the sale (buyer and seller), or the people who signed the agreement (not necessarily the buyer/seller). I only had on hand, IDs of the buyer and the seller.

Outside the Bureau of Immigration are many Notary Public hawkers. For convenience, I let one notarize an affidavit (unrelated to immigration). I was charged P100. Seemed expensive, because I thought I had two done for P50. I just paid. I need to keep better track of these costs.
